This involves certain difficulties for the partial families to support their children to accept the higher education.Since 1999, the policy was carry out, which in terms of the students of China could receive a grant from the government, this policy has received strong support from national Ministry of Finance, and the Ministry of Education. Since 2004, the country has implemented the interest-free policy, which was in order to impel the development of policy. For several years practice, the grant or scholarships has already helped students to solve the problems of school fees and the cost of living.However, the development of students'loan is not certainly goes well, it still existed many problems. The student credit idea is not strong; the bank service system is not positive and imperfect. The ratio of breach repayment of loan is state on high side for a long time. The government and the scholar must to stand by the student, the financial organ and the government's side to consider the problem that in present and the future, then replays the frame of policy, which is in order to make it more efficiency.In first chapter, we have illustrated the status of payment, correcting people's misunderstanding of the scopes and standards of such fees. Simultaneously, also proposes the present universities charge is on high term. The second chapter mainly introduces the grant of government system, the development condition and the existence problem. The third chapter is to giving new advice of students'cholarship and grant which involves in changing the loan type, and arouse the enthusiasm of every parts of area. In a word, we need to fully implement the credit system in future.
