The Problem Of Indebtedness Of The Heilongjiang Province College Study

In the middle and later half of the 1990s in the 20th century, with a leap in the development of higher education, the conflict between the demands of money for education and the government input in colleges and universities gradually appears, and most of the colleges and universities in China have to develop themselves in debts. This kind of financing in debts is a "double-edged sword": it relives the pressure on the construction funds of the universities and promotes the development of colleges and universities by leaps and bounds, but at the same time colleges and universities also have to carry a heavy debt burden, which brings huge pressure on them. Since this has gradually broken through the areas of higher education and has become a complicated social problem, which causes a widespread concern, it is very important to have a research on colleges and universities'development in debts. Taking into account factors such as geographical issues, this paper focuses on the problems of the Colleges and universities in Heilongjiang Province and analyzes its rationalities of existence by way of discussing the theoretical basis of the development in debts of higher education. And secondly, started with the characteristics and problems of the colleges and universities of Heilongjiang Province, it discusses the reason for that. At last, through the empirical analysis on their abilities to repay debt, it discusses the risk that exists in the development in debts, and puts forward the suggestions on reliving the huge debts of these colleges and universities.
