With the construction of the harmonious society, education equity has become the focus of attention again. It is an important reform in the field of higher education in our country to enforce higher education cost compensation(HECC), which has not only changed the single situation of the higher education funds'source, but also has had a two-way influence on education equity. HECC mechanism means the combination and realization problems of various compensatory forms inside the system of HECC. This thesis researches on the status quo and the main problems of HECC in our country, puts forward a"two-main and two-auxiliary"mechanism and some feasible proposals for the perfection of this mechanism.The thesis is divided into five parts:The first part is the introduction, which includes the cause for choosing this topic, the related research status quo, the research train of thought and methods.The second part is on education equity and HECC. In this part the author explains the related concepts of education equity and HECC, the theory of HECC, analyzes the relation between education equity and HECC. The connotation of education equity in this article is to realize the equity of education benefit distribution. The higher education cost in the article is the real social cost of public colleges, which is also the real consumption produced by public colleges for accomplishing their basic education function(namely the teaching function). HECC has a two-way influence on education equity, which is also the value basis of the HECC policy. HECC is the major influential factor for education equity.In the third part the author analyzes the history and the status quo of HECC and makes an international comparison. It mainly includes the historical analysis of HECC in our country, the status quo analysis, and the comparison and enlightenment of HECC in foreign countries. The thesis analyzes the historical development process of HECC in our country. It also describes the changing trend and the status quo of the higher education principal compensatory parts'cost compensation as well as the trend and the status quo of the percentage of the government financial investment in GDP, and the status quo of the tuition level in colleges and the average residents'incomes by analyzing the data materials of the sources of higher education funds. The author analyzes the status quo of the impoverished students'and other students'loans in colleges, makes a lateral international comparison of HECC so as to get some enlightenment.The fourth part analyzes the main problems existing in HECC, which includes the analyses of the government's compensatory strengh and the tuition level. Based on the status quo analysis and the international comparison in the third part, the thesis points out that the main problems are that the government financial compensation holds a low ratio in the present HECC in our country, the government policy support is imperfect and the tuition level goes beyond the residents'real endurance.The fifth part expounds the construction of HECC mechanism from the perspective of education equity, which includes the construction principle and the construction of it .The principles of equity and the full cost compensation of higher education are mainly taken into account in the construction of HECC from the perspective of education equity. The author puts forward the"two-main and two-auxiliary"HECC mechanism, which means the higher education cost is mainly fully compensated by the government, the students and their families; the compensations from the society and colleges are mainly used to develop colleges not to compensate the colleges'education cost. This thesis provides feasible proposals for the further perfection of the"two-main and two-auxiliary"mechanism.
