With the adventure of the 21 century, the Olympic Movement makes great progress, but at the same time there are some problems, such as ethic, moral problem and abuse of doping. Because of the problem of doping, many countries take various measures. The IOC built the special institute for anti-doping to control the abuse of doping. At the present, the problem of doping is not only a medical problem, but also a social problem. The work of anti-doping is very difficult, so it needs the support of all aspects, including the persons and the technology. In order to control the abuse of doping, we must know why the athletes will use doping, take available steps and give adept advice to stand the core of the Olympic Movement. It supplies the base of the policies for the management in the sports field, which is very important. The abuse of doping appears in the west countries at first, and it makes fast development. Now the IOC announce that there are seven species drugs and more than one hundred kinds. Abusing doping is harmful not only to the physical of the athletes, but also to the reputation of their countries. Doping brings the great problems for the Olympic Movement, because it make people draw the conclusion that the results of the games are false, on the other hand, it destroy the purity of the movement. The causes of abusing doping are various. The main causes are: 1) over-political. There are some country wants to show their superiority of their countries by getting enough golden medals. 2)commerce. Before money and truth, some athletes choose money. In the Olympic Games, the golden medals means money and all things. Some wants to become"star"and"hero", wants to get enough money, so they will abuse doping, though they are able to be found. 3)media. The Olympic Games is one of the most famous movement in the world, so there are many people concern the results. The champion of any item will be known quickly. The athletes like this. 4)technology. There are some people working for making drugs which can not be exam. 5) the limit of physical. Any success in sports games all needs strength. When training makes the athletes difficult, the will use drugs to keep the good results. 6)laws. From above causes, in order to control abusing of doping, we should do our best. We can get the conclusions that we must by two methods, soft control and hard control. The soft control include: 1)teach the athletes. 2) build suitable encourage system. 3) strengthen the cooperation. On other hand, the hard control include: 1) build the same rule. Every person all use the same rule to exam if the athletes abuse doping. 2) take new technology. 3)formulate the laws. The laws make athlete not to dare abuse doping.
