Colleges and universities which are the important place of the talented cultivation and scientific research and technical innovation play an important role in the improvement of comprehensive national strength. The key to build colleges and universities is the top-ranking staff. The teacher evaluation that is one of the measures of faculty management, relates to the improvement of the quality of education and optimization of the teaching body. At present, the colleges and universities of China basically adopt the teacher appraisal system for accountability. The kind of teacher assessment system does not reach the expectation and it has many disadvantages exposed in practice. The teacher appraisal system for professional development provides us the new method. Under the situation not very perfect in the current teacher assessment system in colleges and universities of China, the teacher appraisal system for professional development who studies it has very important meanings.This paper has five parts, which mainly includes why to and how to carry out the teacher appraisal system for professional development in colleges and universities in China. The first part is an introduction, which summarizes the background, significance and current research topics of the issue. The second part illustrates the teacher assessment system, the teacher appraisal pattern, and the history of the teacher evaluation in our universities. The third part explains the basic content of the teacher appraisal system for professional development, including theoretical foundation, characters, and function. The forth part analyses the shortcomings of the teacher appraisal system for accountability, and based on this, it goes farther into the necessity of establishing the teacher appraisal system for professional development. Then, it points out the feasibility of establishing the teacher appraisal system for professional development and holds the view that the colleges and universities of our country implement the teacher appraisal system for professional development has not only theoretical foundation but also practical foundation. The fifth part proposes some strategies of applying the teacher appraisal system for professional development. It consists of four aspects, including setting the idea of the teacher's professional development appraisal, constructing well external condition, establishing good internal system, and founding the guidance project.
