Development teacher evaluation is a mode of appraisal like this: the core of it is the teacher's professional development, by emphasizing the teacher's major role in the assessment, contact evaluation and teachers' self-reflections, in order to promote their professional diathesis promotion and school's education quality. In the 1997, it was introduced into our country, and widely carried out in the elemental schools. But in the universities, it still adopt reward-punishment evaluation, in the past years, it made a great impact. But as some problems it has become the bottleneck of the teachers' further development, how to reform the teacher evaluation system in order to assort with the teachers' attributes, and improve teachers' professional level better. Development teacher evaluation ideal gives us the beneficial reference. This paper attempts to research development teacher evaluation in the round, and investigate and analyze teachers' evaluation actuality, finds the correspondences between them, bases it to construct the index system of teacher evaluation index system, and puts forward several implementation methods. Give a reference for the teachers' evaluation reform in our universities and colleges.
