With the appointment system in the full implementation of the Youth RoadKindergarten,the assessment within teachers has become a regular, basic work. In2001, itwas published that Chinese Ministry of Education’s "Elementary Education CurriculumReform Program Trial". Article6states:"Building for teachers to constantly improve theevaluation system, emphasizing the teaching behavior of their own, basing self-assessment toestablish a evaluation system which is participated in by the host principal, other teachers,students, and the guardians, to make them get information from multi-channel accesses andenable teachers to continuously improve the standard of teaching." Although the Ministry ofEducation has given some recommendations on the assessment of the purposes and manners,there are significant differences in implementation among the specific types of schools. In allthe current kindergartens, the assessment within teachers as a means of summing up the termwork has become the basis for teachers of rewards and punishment, ignored the impact ofprofessional development, and even hindered professional development of teachers.In this paper, the authors set to start in the concept of teacher appraisal, furtherdiscussing the assessments principles and methods of kindergarten teachers. The existingappraisal system in Youth Road Kindergarten in Baoding was derived showing its existingappraisal system optimization process. Questionnaires was used to teachers and managers,aiming to get a comprehensive investigation and assessment of its impact on teacherprofessional development, according to the advanced evaluation concepts and the teachers’suggestions to optimize the existing appraisal system. Meanwhile,10sample teachers wereselected from three different levels of teachers. According to contrast of their actualprofessional level and the examination results, we can see the relationship between theexamination results and teacher professional development, that is scientific and rationalappraisal can accelerate teacher professional development, but also have some negativeimpact.This article also discusses common problems of the current teacher evaluation system,such as assessments principles are not in right place; appraisal process is not clear; imperfectmethod of appraisal are placed. And the author pointed out that kindergarten managers shouldbase on scientific appraisal concept in practice, should make further study according to the performance appraisal system and teachers’ feedback, constant modify in order to establishthe actual evaluation for the nursery system. Finally, the article gives a few points to optimizeperformance appraisal system in an effective way.
