Academic evaluation has always been a hot topic of concern in all sectors of society.In recent years,from the evaluation policy evolution to the evaluation practice exploration,the quality orientation of evaluation becomes more and more obvious.On the one hand,the evaluation policies have repeatedly emphasized academic quality and innovation,especially the evaluation of representative achievements frequently appears in the evaluation policy.On the other hand,many top universities have introduced representative achievements evaluation into teachers' professional title appraisal system to select outstanding teachers that meet or exceed the qualifications for employment,and explored the establishment of representative achievements evaluation system.At this point,the establishment,improvement and implementation of the representative achievements evaluation system is becoming the key point of academic evaluation development.However,the weakness of theoretical research and the unknown status quo of practice have led to the slow institutionalization of representative achievements evaluation,and the superiority of representative achievements evaluation is not obvious.Therefore,the dissertation follows the research idea of “clarifying the basic issues-exploring the status quo of implementation-analyzing the influencing factors-constructing the system” to carry out the representative achievements evaluation research.Specifically,first of all,based on the definition of related concepts of representative achievements evaluation,this part analyzes the important role and application scope of representative achievements evaluation in order to form a clear understanding of the basic issues of representative achievements evaluation,and determine the research basis and research scope.Secondly,based on inspecting the status of representative achievements evaluation of teacher professional title appraisal in 20 top universities,it is found that they have common characteristics: the guiding ideology of teacher professional title appraisal attaches importance to quality,contribution and representative achievements;the application materials for professional titles clearly require the number and form of representative achievements;the number and selection criteria of external peer experts and the use of evaluation results are stipulated;the evaluation points of representative achievements are established in the peer expert appraisal forms;avoidance system,anonymous review system,appealing system and disciplinary regulations ensure the fairness of evaluation.However,there also exist many problems: First,the purpose of resource allocation is obvious while the purpose of academic development has not been implemented;second,the regulations on the number and form of representative achievements are scattered and the requirements for auxiliary explanation are less;third,the number and selection criteria of peer experts are not scientific and comprehensive;fourth,the evaluation standard is lack of integrity and logicality and it's confused with the evaluation of research work;fifth,the appeal system and disciplinary regulations are imperfect,and internal supervision and social supervision are slack.Next,through further analyzing the influencing factors of the effectiveness of the implementation of representative achievements,we found that: The complexity of representative achievements increases the difficulty of evaluation;the imperfect peer review system affects the fairness of representative achievements evaluation;the poor cultural environment restricts the quality orientation of representative achievements evaluation.Finally,based on the existing problems and constraints of representative achievements evaluation,the “full evaluation” theory is introduced to establish a systematic and scientific representative achievements evaluation system: In terms of evaluation purpose,the core purpose is to “improve academic quality and promote academic innovation”;in terms of evaluation subject,the academic peers inside and outside the university are the main,and the administrative subject is the supplement;in terms of evaluation object,the regulations on the quantity and form of achievements should adhere to the classification principle,scientificity and inclusiveness;in terms of evaluation criteria,a four-dimensional integrated evaluation index system is established from the rigor,innovative,value and contribution,and influence;in terms of evaluation method,the traditional metric indicators and alternative metric indicators assist peer evaluation;in terms of evaluation institution,the operation mechanism of peer review is improved and supervision system of title appraisal is established.At this point,a six-in-one representative achievements evaluation system with an evaluation purpose,subject,object,standard,method and system has been formed to promote the optimization and further institutionalization of the representative achievements evaluation.
