Since China' s Independent Colleges got approvalofficially in 2004, they have undergone two years ofdevelopment. According to regulations of China' s Ministry ofEducation, Independent Colleges charge fees from studentsbased on principles of whoever invests getting the profits,investment-profits and so on. Schools turn the specificstandards, which will be stored as documents, to theadministering department after their own calculation andtesting. However, so far, no independent college has madeaccurate calculation on its own educational cost. Governmenthasn't issued a set of scientific and improved tuition feestandard of independent college. The phenomenon of high tuitionfees in independent colleges for many years has been the focusof the society. People can' t help asking how much tuition feesindependent colleges should charge and what standards theyshould follow to calculate and test the fees. Under thiscircumstance, how do students and their parents in independentcolleges protect their rights to know while spending money oneducation? And how do students guarantee the returns fromeducational investment? Obviously, confirmation of students'tuition fees in China' s independent college has become anecessary and urgent requirement for its development.Taking the advantage of questionnaires designed on Likertformat, three out of fifteen independent colleges in Hunan werechosen randomly and students' satisfactory degrees to thosecolleges and their corresponding universities wereinvestigated in this thesis. We try to discuss independent college students' "investment-profits" of higher educationand other problems on current tuition fees standard throughinvestigating their satisfactory degree on such educationalservices as living, studying, teaching, fees charging andself-development. After analyses on the results, we finally getthe conclusion of inequality between high investment and lowreturns for students in China' s independent colleges. Westudied the major reason, put forward the suggestion ofconfirming tuition fees of independent college students by themeans of multi-factor so as to solve the inequality problem andenlighten the government to formulate relative educationalfees policy, providing theoretical guidance for educationaldepartments to regulate educational fees charging acts as wellas for independent colleges to set proper higher educationfees.
