Study On The Financial Assistance System To The Impoverished Students In Colleges And Universities

Since the reform of tuition fees in higher education was carried out, the system established in planned economy has been replaced, in which our country took overall responsibility for schooling, investing and managing. It has relieved our government's financial burden and the conflicts between demand and supply of higher education, which has played a positive role in the development of higher education. At the same time, it gives colleges more freedom and power to make decisions and makes them full of vigor and vitality so that the quality of higher education can be further improved. There is no doubt that the reform will have a profound effect on the development of our higher education.However, with the reform of tuition fee system of higher education, students who cannot afford tuition have appeared as a special group at colleges, which has aroused great concern in all walks of life. In the institutions of higher learning, one of the basic principles is:"No one college student will drop out because of being short of money."To ensure educational fairness and make all the students enjoy equal opportunities, our government has taken many measures. At present, the plural financial assistance system to the impoverished college students has formed.But there are still many problems in carrying out this policy, such as being short of fund, the difficulties in loaning, cheating activities and so on. It is urgent to create a reasonable financial assistance system to the students, which is vital to sustainable development of higher education and social fairness.By means of the investigating research, comparing research and historical research methods, this paper first describes how the financial assistance system to the impoverished college students came into being and how it has been developing, analyzes the current situation of the impoverished college students and the reasons for their poverty, and then explains the positive roles that the system has played. After that, it points out the existing problems in it and explores how to create a reasonable and effective financial assistance system to the students. It holds that the government's investment should be increased, the National Student Loans should play the principal part in the financial assistance system and colleges should play the key role in perfecting the system.
