Current Situation Of Aiding System For University Impoverished Students, Problems And Countermesures

The problem of college impoverished students, which concerns the social stability, is attracting great concern from society. To effectively solve this problem is of great significance for purchasing equal opportunity of education, for quickening talents cultivation and for employing the strategy of revitalization of our country with education and science.As a public service provided by the government, the effects of financial aid system of higher education reveal the justice of public educational. On the basis of implement of our present higher education financial aid policy, this thesis puts forward some suggestions for perfecting the financial aid system and for effective implement of the policies in providing financial aid to impoverished students, which based on the analysis of investigating the current situation, and the reviewing of researches domestic and abroad.The thesis firstly introduces relevant theories and practice of financial aid to college impoverished students, the beliefs of college student's financial aid abroad, its development and the implications to our aid system, and presents the periods that the aid system experiences and the current aid systems as well. Then, the author takes Nantong University as an example. Through investigation conducted on some impoverished students and interview, the author obtains dependable data to analyze the reasons of impoverished students, parents and students attitude towards financial aid and the present situation and effects of the aid system. Also, the problems still existing in current aid system are pointed out which are related to the system itself, the policies, and the course of implement. Thus, the relationship between policies and their executers are made clear. Finally, referring to the successful practice abroad, the author puts forward her own opinions about the current financial aid policies to impoverished students in China and suggestions on how to form right attitudes towards financial aid in the whole society, how to optimize the proportions of the aid system components in order to improve the multi-aid system, how to adjust and perfect the current aid system, how to work out scientific measures in practice, and how to establish an efficient state student loan system, and so on.
