The Study Of The Professional Ethics In China's Policy Implementation

Reformation and open to the world for more than twenty years, although we already made progress in policy making, there are still many problems in policy implementation, such as, "policy and regulation not be implemted, and the forbiddens still go on", "higher authorities make policy, and the lower authorities use another way to deal with the situation", and "policy loses its shape" etc, all this made the goal could not come true efficiently, and terriblely block the process of modernization. I think, all this connected with the present situation of the professional ethics. The present, our country is in the period of transform, laws and regulations are not consummate, the discernment lack of efficiently supervision. In the process of policy implementation, the professional ethics should have been works, but actually not. The present situation of our country is that people violate the ethics terriblely. Immoral behaviours always take place, and affect the image of government and its staffs, and produce negative demonstration. It makes lots of deviation in the process of policy implementation, and the reason of this should connect with the professional ethics, and also has its deeper reasons, such as, formal institutional factors and informal institutional factors, policy itself and complexity of implementation etc. These deeper reasons also lead to the problems of the professional ethics, and make the situation even worse.According to the situation, I present new principles in the process of policy implementation. And also analysis the possibility of policy implementers observes the disciplines, and the standard of achievement of professional ethics. The policy implementers concern their own interests and they are educated obey such principle. Refer to the standard of achievement, I also separate as lower standard and higher standard.Finally, I present several suggestions to improve the policy implementation. The first is institutional guarantee, includes ethicize laws and principles, and legalize the professional ethics and perfect supervisal organization. The second is to train implemtary organization and policy implementers master themselves, includes higher authorities train lower authorities and policy implementers pursue better professional ethics. The professional ethics in the process of policy implementation should work efficiently to change the present situation, and achieve the policy targets.
