In the report to the 19th National People's Congress(NPC),General Secretary Xi Jinping proposed to "strengthen the construction of teachers' ethics,cultivating a team of high-quality teachers,and advocate respect for teachers in the whole society."Since the reform and opening up,strengthening the construction of teacher ethics has always been drawn the attention of the society.The current research on teacher ethics has yielded fruitful results,but there is a lack of holistic research on the policy of teacher ethics,which covers a long time span and covers basic education and higher education.This study from the perspective of policy text,through the " ethics" and "policy text analysis" those two terms to clarify the whole dynamic process,characteristics,and generation logic of the teacher professional ethics policy in China over the past 40 years which from 1978 to 2019.Grasp the overall picture of China 's teacher professional ethics policy since the reform and opening up,refining and summarizing China's experience of policy evolution of teacher professional ethics,so as to put forward the useful proposal for the policy research and point out the direction of China 's teacher ethics' policy reform and development.This study takes the national level ethics' policy as the research object.First,by combing the four historical stages of the text of the ethics' policy,and analyzing the keywords in each period,it is found that each phase presents different characteristics:Firstly,it sorts out the four historical stages of the teacher's ethics policy text and analyzes the key words in each period.Bring order out of chaos stage,this stage is to improve ideological and political literacy.Development stage,pay attention to delimit the bottom line and red line of teacher ethics,and alternate development;In the deepening stage,the teacher ethics policy innovates its formulation way,and at the same time,carries on the stratified governance;In the improvement stage,the long-term mechanism of teacher ethics construction is constructed,and the policy system is transformed from a single teacher ethics policy to a group of policy.Secondly,through the quantitative analysis of the main policy samples since the reform and opening up,it is found that the development trend of China's teacher professional ethics policy is characterized by the combination of gradual and surging.The number of authority that issues policy is characterized that more management in a single department and multiple authoritative subjects participate.In the form of the carrier,there are various types of policy text,and a large number of types are highly operational type of policy text.At the same time,it is found in the analysis that there are still some problems in the construction of the teacher's ethic policy,such as the large gap between the main departments of the document-issuing department;the joint document-issuing model makes it easy to decentralize the regulatory responsibilities.Then,after more than 40 years of practice in teacher ethics policy,the Chinese experience in teacher ethics policy has been refined and summarized.On the one hand,the development of teacher ethics policy cannot be separated from the correct leadership of Communist Party of China(CPC),a healthy and good value orientation,scientific effective management and the coordination and cooperation among various subjects;On the other hand,it is inseparable from the coordination and cooperation between party and government agencies and mass people's groups;Furthermore,the relationship between the subject and the object with clear powers and responsibilities is necessary;Promote the positive transformation of ideal teacher ethics to the operable teacher ethics;Promote the rights and interests of teachers' professional role,and integrate the power of law into teacher ethic policy.Finally,in order to promote further development of ethics policy,it is concluded that it is necessary to continue to improve the Communist Party of China(CPC)'s leadership,improve the implementation of the refinement of Socialist Core Values;Continuously improve the policy system for teacher ethics policy,and improve the policy implementation and supervision mechanism.At the same time,establishing the mechanism of evaluation and feedback of teacher's ethics policy.At last,it is significant to increase the promotion of teacher ethics policies and optimize the environment of policy environment.
