The 21st century, China's competitiveness depends on educational competitiveness in great deep. Rural education is a fundamental problem in connection with China's overall development. Developing the effective supply of education is the key ways to solve the problem of rural education. Investment of rural education is insufficient and structure is unbalanced. Quality and efficiency of rural education is low, and it is inequitable. It has affected the deep-seated human development and social development. Therefore, to do research for the effective supply of rural education has theoretical and practical significance.In addition to conclusion, the full text divided into five parts.Part I : Author had a brief description of the cause of studying this problem and learned studies' status. I summarized shortcomings of existing research.. Meanwhile, for the sake of highlights, I explain the primary problem, the basis and methodology of my study.Part II: Expands the theory of educational effective supply through the theory of economic effective supply. Elaborate the theory of educational effective supply. In this foundation, I clear about the rural education scope which this article studies, and define the rural education effective supplies concept. And elaborated three objective standards of rural educational effective supply: the balanced standard, the efficient standard, the fair standard.Part III : The author selected a city in the western region - Neijiang City. I analyse and evaluate rural educational supply of Neijiang City through standards of rural educational effective supply. It shows that rural education in Neijiang City has following problems : Imbalance between supply and demand (inadequate supply, supply of poor quality, the supply structure is irrational); Supply is inefficient which index of education's efficiency is poor , rural education have little benefits to come of farmers and socio-economic development; compare with urban education, the supply of rural education is inequitable.Part IV : Study the reasons for inadequate supply of rural education. Following main points : 1. Urban and rural supply system of educational resources is divisional so that the capital supply of rural education is shortage. And it had reinforced the gap between supply and urban education through the "polarization". 2. Disfigurement of "the county-based" system, a single school principal, disfigurement in distribution of schools and appointment and encouragement to teachers, affecting rural educational quality and efficiency. 3. Lack of personal demand limit the supply of rural education. 4. There haven't a clear understanding of "for country" and "non for country " ,result to the structural imbalance of supply. 5. Vocational in rural education is too weak.Part V : I give some feasible suggestions about how to improve rural educational supply. 1. Perfect the mechanism for investing in rural compulsory education and create a multi-channel input system in not compulsory education. 2. Adjust the layout of the school rationally. 3. Teachers and personnel system have to reform. 4. To promote the development of rural vocational education through various channels. 5. By deepening "of agricultural science and education", developing modern distance education vigorously and creating community college education model ways to enrich the supply of rural education.Conclusion : The author summed up the main points of the text.
