Abstract/Summary:
Under the"new normal"of development with increasing downward pressure on the economy,economic transformation driven by factor upgrades,structural adjustments,and innovation drives is accelerating.Under this overall background,the issue of matching supply and demand in higher education is a strategically important place for economic and social development.While the long-term demand-side management has brought brilliant achievements in higher education,it is difficult to deal with the problems of insufficient effective supply,mismatch between supply and demand,the efficiency of schools and low quality of the education.To Match the requirements of economic and social transformation and upgrading,the higher education system is also facing a paradigm shift to connotative development.Higher education supply-side reform is an important breakthrough under this upgrade and transformation option.Based on the existing literature,this study takes public product theory,public choice theory,and historical institutionalism as the theoretical basis for the research,and rationally uses literature analysis,historical analysis,and case studies as research methods.The supply-side reform of higher education is essentially driven by reforms.The main contradictions such as insufficient supply,mismatch between the supply structure and the demand of the main body are solved by cleaning up the backward and inefficient supply of higher education and adjusting the supply structure.In order to break through the dilemma of higher education development,rely on the way of resource allocation and education governance Institutional changes such as institutional mechanisms.From the perspective of the function and value of the supply side of higher education,the reform of the supply side of higher education can lead the demand for diversification,high-level talents and technological innovation in the modernization of the country,and can better meet individual diversification,personalized development and demand for a high-level and beautiful life.In addition,it is not only of great value to the overall quality improvement under the transformation of the development mode of higher education,but also an important promoter of improving the supply structure system of higher education through the adjustment and upgrading of factors,and it is also driven by institutional innovation,especially the measures of collaborative governance of multiple subjects in higher education.Based on the confirmation of the value of supply-side reform of higher education,this study analyzes the changing logic and advantages of higher education supply,mainly from five aspects:supply concept,subject relationship,actual supply,government coordinated service quality and school operation level.Its advantages are mainly manifested in the continuous expansion of the scale and quantity of higher education supply,the initial formation pattern of the multiple supply subject,and the increasing awareness of supply-side efforts.Through the analysis of the dilemma of higher education supply,it is found that there is still a supply concept in the current higher education supply that deviates from the true requirements of adhering to the rationality of the university,the supply quality and structural difficulties caused by insufficient effective supply and supply and demand mismatch,and the unfair allocation of higher education resources under the influence of the structural imbalance of supply,the school supply is difficult to meet the high-level and selective education needs of the subject,and the educational governance dilemma caused by the unbalanced power and responsibility of the main body of the supply and the unclear boundaries.By analyzing the historical,realistic,institutional and subjective aspects of the dilemma of higher education supply,we have summed up the imbalances and convergence in modernization and internationalization,the logic of higher education development centered on the economy,and the path dependence under the mandatory institutional change the system inertia of the government and the double failure of the government and market balance search are the main reasons that restrict the solution of the supply dilemma of higher education.The supply-side reform of higher education needs to adhere to the supply concept of value rationality and instrumental rationality,and on the basis of forming a good interactive relationship between the subjects,system regulation and protection of the ecology of higher education.It is also necessary to implement higher education practices by building a rich,accurate,high-quality and fair supply system and a dynamic and distinctive school supply,and promote a supply-demand linkage mechanism that leads supply upgrade to lead demand upgrade.
