Along with the State Department declared country compulsory education administered mainly by county in 2001, " county " become a elementary education' s self-governed section. It made education resources distributed balanced in county area becoming possible. This paper on base of former research, under the direction of the education development impartiality theory , the theory of keeping development persistence> the theory of institutional changes and the views of development in science way. and used some approaches such as qualitative analyses, comparative analyses and document analyses. The paper divided into five parts.The first part: preface. have introduced research purpose, approaches, basic thinking, innovation of this paper and international research in this area.The second part: explain the real meaning of the elementary education in county developing balanced, and analyses the theories which promoting county education development balanced based on.The third part: analyses the necessary and possibility to promote county elementary education to develop balanced.The fourth part: from the realistic angle, we point out the actual situation and explore the cause induced county elementary education developed imbalance.The fifth part: under the carefully analyses, we put forward the principles and tactics about how to promote elementary education developing balanced in county.In conclusion: the actual situation that county elementary education developed imbalance hampered the educationdevelopment in country, and it even obstruct to whole education. It is very useful to promote elementary education in county developing balanced, it will improve the condition and lever in country school and it will be a great step to attain education impartiality.
