Educational development mode, as a bridge for communicating educational target with its ending, should change itself accordingly as the environment and conditions for a balanced compulsory education improve and the target get gradually changed. In the initial period of educational development, enormous gap remains in different places, urban and rural areas and schools in terms of educational equipment and conditions. By allocating the educational resources prior to those stricken areas the government improve the system and increase relative funds to make up for the gap.The previous achievements also show China's mechanism for educational input is improving, with initial progress in the construction of standardized schools and its equipment. Teachers' treatment in poverty-stricken and education-weak areas also get improved. Thus a basically balanced county compulsory education has been achieved.But the improved educational conditions do not necessarily bring an improved quality of education. Big gaps remain in each school's educational quality. school selection issue is still a serious problem. It's an indeed pursuit and final mission of a balanced education that improvement of educational qualities follows the compliment with the rule of a balanced development of education and a balanced allocation of resources. Changes in development goals change makes the traditional government-oriented way of allocation and improvement in school hardware no longer fit the current situation. The dominant position of schools should be strengthened in the pursuit of a featured and diversified education with external funds and activity of all members including teachers, students, parents and other people should be motivated. By this rational method schools can develop as an independent part.The theory of endogenous development, which stresses relative independence,spontaneity, integrally, coordination development, pays more attention to people themselves, respects regional characteristics and highlights diversity in development mode. It gives a balanced development of compulsory education and especially guide a balanced practice. Based on the county level, the article analyses the theory in educational balance through its necessity and feasibility. It tries to set up a coordinated way of educational development mode and can help contribute to the educational practice.
