| With the promotion of socialist market economy system, the economy of our nation has achieved a remarkable development, transforming society from’survival type’ to’development type’, leading people’s happiness index to a high level, therefore the demand of residents for public service products grows higher, contradictory phenomena such as immaturity and inequality in the urban and rural areas, regions and groups has led to the gap in the development. The equal access to basic public service such as education, health care has become a concerned hot issue. At the same time, as China’s overall national strength development, the rapid expansion of the scale of fiscal revenue, which also provides the material guarantee and realistic feasibility for the realization of the equal access to government’s basic public service. So, to achieve the equalization of basic public service, improve the government’s public management functions, promote the government’s public service image, has become the primary goal of our current government system reform.In this paper, taking W County in Anhui Province as an example, according to the county in the comparison before and after the compulsory education to promote the standardization of school construction situation, problems and the influencing factors on the development of rural compulsory education, how to promote the balanced development of compulsory education in rural areas, narrowing the gap between urban and rural compulsory education problems are described. China promulgated the’law on compulsory education’in1986, has established the basic policy implementing nine year compulsory education. But due to the slow economic development, particularly the economic growth of rural areas in China more backward, dropout is common in the rural areas for nine year compulsory education. Since the beginning of2006, our country steps in the nationwide reform of the funding mechanism for compulsory education, compulsory education funding into the scope of protection of national finance, free compulsory education is fundamentally realized, completely solving the urban and rural primary and middle school students’to learn’ problem, nine years of compulsory education will be fundamentally achieved. However, due to the existence of the dual structure in urban and rural economy, there is still a significant gap in compulsory education between urban and rural areas, the contradiction of urban and rural compulsory education is more outstanding, the people’s education rights present inequity, under the existing national condition, absolutely equal resource distribution is unable to achieve, but the relative balance of resource distribution, improving the level of running a school in rural areas is possible, In2010July, the Party Central Committee, the State Council held the first National Conference on education of new century, promulgated the’national long-term education reform and development plan (2010-2020)’, clearly putting forward:’the key of education fairness is the fairness of opportunity, the basic requirement is to guarantee citizens enjoying the right to education, the key is to promote the balanced development of compulsory education and support the difficulties of the masses, the fundamental measures are the rational allocation of educational resources.’Further promoting the balanced development of compulsory education, vigorously promoting rural and weak school running level, and comprehensively improving the quality of compulsory education, after solving in school-age children’to learn’problems, gradually solve the uneven allocation of resources in order to realize the people’on learning’demands. The’plan’gives the timetable to promote the balanced development of compulsory education issued from the policy, which has great realistic and far-reaching significance for promoting the development of rural economy, building a harmonious socialist society, promoting education fairness, improving the scientific development of education and strengthening the government’s public service function. Coordinating urban rural compulsory education balanced development, the rational allocation of teacher resources, teaching equipment, books, school, running well every school, solving each child’on learning’is the guiding ideology to advance the standard construction of compulsory education and to promote the balanced development of compulsory education. Throughout the balanced development of compulsory education in W County, to realize the education fair processing the main problem in the urban and rural interschool gap problem, teachers team construction and planning problems, urban and rural primary and middle schools of rural compulsory education finance investment insufficiency problem of these three aspects, the incentive is reflected in the tendency, the government policy of the dual structure in urban and rural areas economic development and financial investment, social and cultural values in rural primary and secondary schools contempt, recognition degree to rural schools in the allocation of resources, funds and the society are obvious compared city school. To solve these constraints of the balanced development of compulsory education in rural areas, to realize the practical problems of the development of education fairness, the responsibility of government must be strengthened, promoting the rural economy, overall planning of educational resources in urban and rural areas, strengthening the rural teachers construction, is conducive to the development of rural compulsory education policies. Based on the theory of balanced development of compulsory education as well as the analysis of W county rural compulsory education development situation, the author starting from economy, policy, society and other aspects, explores the development of the rural economy, strengthening the government responsibility, the basic public services and formulating scientific financial system, the rational allocation of educational resources, strengthening the construction of teachers for the basic countermeasures, in order to further promote the balanced development of compulsory education in rural areas, narrowing the gap between urban and rural compulsory education, and comprehensively improving the quality of compulsory education, thus, the compulsory education balanced rural development will present a good trend and the ultimate education fairness will be realized... |
