Thanks to the "Open and Reform" policy, China's social economy has beenastonishingly developing, so has her vocational education. With the joint clue of thegeneral development of vocational education and the events as well as the problemsencountered, this paper gives a considerably systematic study on the path,experiences, and problems of the development, trying to get relatively objectiverecognition of the current vocational education at a relatively macro level, so that itcan be expected to provide a theoretical foundation for later reforms anddevelopment as well. Literature, history, theory, combined with plentiful ofinvestigations and researches from on-the-spot experiences, all these are used to givea clear, comprehensive, and focus-striking picture of the development. It alsopublishes the author's personal viewpoints based on the latest researchachievements.The general point of the paper is that the modern vocational education is anopen, flexible system, which is critical and essential in promoting its owndevelopment and realizing people's values of life. The development comes mainlyfrom two-way requirement of both the needs and the self-development of education.The development of vocational education must be guided by the active nationalpolicies, based on rational educational construction, aimed at cultivating highlyskilled personnel, focused on curriculum setup reforming and innovation,specialized at the unique teaching modes, so that it can produce more competenteducational personnel. Teaching staff is the key element in the reform anddevelopment while whole-life education, a main trend of education, is thedestination.This paper offers a historical analysis of the development and the problems ofvocational education, especially of its relationship with the democratic construction,culture, and the population, Some suggestions are also put forward, such as thegradual modernization of vocational education, its unique features in cultivationpeople, humanized personality vocational education, a harmonious development bymeans of experience-increasing vocational activities, and etc.
