The function and the position of higher education schools are becoming increasingly stronger and stronger in modern society. Whether there will be more talented persons with creative spirit and creative ability, will affect the prosperity and deterioration of a nation. The culture environment of scholarship is one of the vital factors, which guarantee the qualities of talented persons will be enhanced, the advance of science and technology will be promoted, and the mind will be motivated. However, since the 80's of 20 centuries, scholarship morals of our country's academic circles has a trend toward corruption, which particularly focuses on the plagiary, cheating, more than once of contributions of the same draft, academic foams, evaluation unfair, chasing for fame and wealth etc. And that will hinder the achievement of our country's strategic targets, "talents for a strong country" and "the independence of creation".Beginning with the origin and the development of academic activities, this test has indicated their internal regulations and external requirements; clarified the importance and necessity of the scholarship moral norms; described the performances of the scholarship moral corruption in our higher education.
