With China's accession into WTO, a consensus has been reached on issue of internationalization of higher education. In recent years, a great variety of Sino-alien joint-run educational institutions have come into being like mushrooms, especially in institutions of higher learning, which have brought about many advantages such as introduction of advanced educational resources, acceleration of opening-up and reform in the educational field, and narrowing educational gap between China and developed countries. It is obvious that China's reform of her educational administrative system has benefited from the Sino-alien cooperative education. Since the accession into WTO, Chinese government has been adjusting the economic, industrial, trade and educational structure. The running of educational institutions will become more market-oriented and diversified in terms of cooperative patterns. These reforms are implemented in the hope that new types of talents could be fostered, life-long learning mechanism established and more jobs created. In the context of education internationalization, and on the basis of market-oriented educational industry and the theory of human capital, this thesis attempts to probe into four aspects of the subject: Sino-alien cooperative education, first, the theoretical basis of Sino-alien cooperative education; secondly, the present situation of Sino-alien cooperative education; thirdly, the reflections on the patterns of Sino-alien cooperative education; and lastly, policies to be employed by Shaanxi government in promotion of Sino-alien educational cooperation. In view of her rich educational resources, it is advisable that Shaanxi should adopt adiversified and merging pattern in Sino-alien educational cooperation. In so doing, different majors with distinctive features will be established; curriculum and training targets be specified; and talents for different purposes be fostered. The tasks of Sino-alien educational cooperation for institutions of Higher learning in Shaanxi are as follows: first in macrocosm, Shaanxi should accelerate its reform on the system of higher education by introducing foreign educational resources and advanced school-running concepts, and solve the issue of capital shortage by attracting foreign investments and exploiting the advantage of rich domestic source of students; secondly in microcosm, home institutions should adopt and assimilate advanced educational philosophies, teaching methods, teaching materials and curricula of alien universities through Sino-alien educational cooperation; thirdly, home institutions should learn from alien institutions their ways of industrialized operation and their concepts of market-oriented administration; fourthly, home institutions should aim at establishing cooperative relations with strong alien institutions and institutions experienced in vocational education to make home institutions more competitive. The policies to be employed in order to promote Sino-alien educational cooperation in Shaanxi are: first, create a better environment for Sino-alien educational cooperation; secondly, perfect the existing administrative system; thirdly, establish a new serving and advising system; fourthly, adopt various measures to diversify the patterns of Sino-alien educational cooperation.
