Current Situation Analysis And Counter-measure Study Of Sino-foreign Cooperative Education

Sino-foreign Cooperative Education is a big exploration of China's educational internationalization strategy, and it is also a systemic project with overseas and domestic education institutions, government branches, education consumers and education-service industry got in the middle of. In the past twenty years, Sino-foreign Cooperative Education expends rapidly. On one hand, it has a positive effect on China's education revolution, discipline construction, teacher training, etc; on the other hand, it exposes lots of problems such as ineffective cooperation, unbalanced region-development, few cooperative modes, education provided & charged mismatching, and project-running without administrative license. It happened because government policies are obscured, work-teams at the first line are inexperienced, some education institutions pursue short-term return of investment, and government's macroscopic management system and operating mechanism are immature. By deep analyzing of this issue, this article proposes several counter-measures for policy-makers consulted. Firstly, fix government position appropriately, better perform subject's function; secondly, give full play to the initiative of Sino-foreign education-running schools; thirdly, pay emphasis on the system of president's responsibility and the construction of legal personality; fourthly, jointly promote educational internationalization; lastly, better conduct the accession and management of educational intermediary agencies. In the end, the author is to discuss the future development of Sino-foreign Cooperative Education, then present the view that Enterprise-and-School Joint Running for local industry, Sino-foreign cooperative remote network education and market-exploring of educational intermediary agencies will be the trend of future Sino-foreign Cooperative Education.
