Vocational education in Macao started at the end of 19th century. In terms of the society needs, a large part of different types of vocational schools were established by religious and local organizations. The Macao government had not been involved too much in it. This situation continued until the end of 20th century.In order for citizens to obtain the rights in receiving an education and to guarantee proper character development, different countries and regions establish education systems and education models according to their own c haracteristics and needs. The government of Macao introduced the decree in 1991.The education system of Macao includes: infant education, pre-primary education, primary education, secondary education, higher education, special education, adult education and vocational and technical education.Supplementary regulations were introduced subsequently after was established. The vocational and technical Education Decree No.54/96/M was introduced in 1996. It gave an end to the non-systematic situation of the vocational and technical education within the non-higher education sector in Macao.The vocational and technical education of Macao is only at its initial phase. The scale of it does not weigh too much in the whole education system and too many researches have been done in this area. Despite the above facts, I have conducted a research on the historic and current situation of the vocational and technical education within the non-higher education in Macao, the monitoring and guidance given by the education authority to the vocational and technical education, the management in the public and private vocational and technical schools and the developmental strategies of this educational model. This research was done through collecting, categorizing, statistics and analysing the policy and the development using the methods of analyses of information, analyses of statistic and comparison and with proper documentations and policy studies.The first part of this thesis talks about the history of the development of policy of vocational and technical education in Macao and the situation of vocational and technical education before and after the introduction of the related regulations.The second part is a research on the implementation of policy development of the vocational and technical education. This part is an analysis and a study on the following areas:1) Organization: it states the specifically appointed management bodies and persons in charge of the vocational and technical education; organizational hierarchy of the vocational and technical educational institutes; and also introduces the general situation of the public and private vocational and technical educational institutes;2) Management: this part talks about the policy of administrative management, regulations, compliments and penalties;3) and 4) Students and teachers: these two parts constitute a comparison of the vocational and technical education and the current regular education by means of comparing the data of the teachers, students and the learning situations of the students;5) Curriculum: this part is a research of the situation of the vocational and technical education curriculum after the introduction of having vocational and technical subjects in regular education.The third part of this thesis is a comparison of policies development of the vocational and technical education between Mainland China, Taiwan and Macao.Finally, the conclusion of this thesis is drawn according to the problems and issues mentioned above. It is also a forecast of the policy development of the vocational and technical education in Macao. The suggestions are as following:1) Creation of vocational and technical courses according to the needs of the economic development of the society;2) Problems on merging and coordination of courses of the vocational and technical education;3) Supports of the professional practical training by...
