The modernization of higher educational administration and management system in China is an inevitably result of the change of polity ,economy,culture of China. In this thesis, the author clears up the clue of modernization of system of higher educational administration and management in China, summarizes that traits in different stages on historical materials ,analyzes the cause of their development, At end of this thesis ,the author comes up with some enlightenments and suggestions for the present system of higher educational administration and management. In the late Qing Dynasty, the modernization of China's higher educational administration and management system initiated by comprador bureaucrats guiding by ideology of "Chinese learning as the fundamental structure, Western learning for practical use", which a large of language school and army school was founded, the reformer advocated to establish the higher education system of capitalism after the failure of the Sino-Japanese War of 1894-1895. During the period of "New Policy", the modernization of China's higher educational administration and management was founded with the appearance of the first system of China's higher education and the organization of china's higher educational administration and management. Established the Nanjing Capitalism government, the first law of college was decreed by the capitalism reformer guiding by the ideology of "Democracy and Science" the modernization of China's higher educational administration and management system was developed rapidly the 6-3-3 School system decreed in 1922.History is not repeat, bur resemble, lt is benefit for higher education nowadays that the history is reviewed by us.
