Faced with the situation that our university administration must continuously adapt itself to the evolving market economy system, and on the other hand to make our colleges and universities to realize a better function of personnel training, scientific research, and social services provision, Chinese scholars have made exploration. They put forward two theoretical models-- participatory management mode and service management mode, on the basis of the improvement existing bureaucratic management model. The three existing theoretical models have their own characteristics. For instance, the bureaucratic management model owns the basic characteristics of specialization, hierarchy, rules-governing, impersonality in its organizational structure. What's more, it is more deliberate, rational, universal and stable. The participatory management model is based on the original headmaster's charge, insisting on professors" scholarship and multi-stakeholders' participation. The service management model pays more attention to make the university administration serve better to the academic activities, thus to achieve the university's three basic objectives. While in the abroad, the economy of some main European countries and the United States started much earlier than that in China. And the importance of education is also higher. Their researches on efficient university administration model are thus has got considerable development on this basis. On the basis of these theoretical models in China and by referring to the foreign university administration model, some reasonable improvements and reforms of the major drawbacks of management are gradually achieved. In this way, the efficiency of our university management can be enhanced. This paper mainly includes five parts:The introduction of the purpose, significance, methodology, perspective, framework and innovations of this paper, that is, a systematic description of the overall structure of the paper;generalizes the administration, that is, a description of definition, classification and characteristics of administration and its mode, as well as the development of China's administrative mode. In a word, the main research goals are clarified in this part;the systematic description of the three administrative model studied by Chinese scholars, namely, bureaucratic management model, participatory management model and service-oriented management model. Then a detailed description of these three models is made in terms of their mode and reform objectives, thus to pave the way for the innovative ideas presented below;a research of the present situation in university administration of some early-started countries such as the United States, Britain and Japan, in order to learn from these advanced counties in university management reform;the main innovations of this article. It is based on the analysis of the situation of our university administration and reference to the United States. Britain and Japan. And it makes some innovative entry points as for our the university administration.
