The Higher Educational Administration System is a general concept. It relates to the relation of the central and the local ,the different central departments of the government and the Higher School. A country's system is deeply affected by the traditional politics ,economy and culture.Since the Establishment of The People's Republic of China,the Higher Educational management system is an Administration system which is the main viewpoint of our government. So the present system has a typical characteristic of the Planned Economy .monopoly and excessive authority are typical in the Education Governance,the school and the society had a sharp narrow room to share the power .they were in a subordinate station and no self-----management strength. the government curbed all the aspects of the Higher School, the market function was excluded. With the acceleration pace of the Opening and Reforming Policy; With the development of the socialist market system,The Higher Educational System reform was gradually went ahead. Less control and decentralization were becoming a trend.The old"lines and chunks division"manner was broken. The country majors in strategic planning and macro---management,the Higher School which based on the law and faced with society's needs is on the building. The"omnipotent"functional government and confused politics with the business system was also broken too.Nevertheless ,the government is even in the center ,the role and function of the government is not clear,the Higher School host is the government,the rights of the opening ,running and managing are firmly held by the government. The School lacks self---running power,the local government is not in the proper management.From the comparative perspective: before the western capitalism society ,The country was not directly control the education. The relationship between the government and higher learning institutions has experienced different modes in different periods of history. At first,The power of the education management was in the folk----family ,personnel and the christian religion.In the middle century ,It was the Higher school self---control period..In the 19th century ,It was the government interfering in the higher school management which based on the higher school autonomous. After the 20th century, It was the school self—governence and government control coexisting period. Towarding the modern period ,it was the strengthen of the government's control and pluralistic governance mods period. The guidance idea of the governmental function has also changed,the management mode was also innovated. The British"government -----third sector ---higher school"mode, the Germany school autonomy, government involvement"coordination"mode,the American"marketing competition"mode were best examples to us. Therefore, In the central government macro---control ,it's mainly function should be the policy instruction ,education legislation ,budget investment and infromation service. In the provincial management: it should be the enfrocement and financial distribution..The government is operating more education than school ,the school is managing the inner fairs and"remove bureaucracy".Expanding the school and enterprises cooperation ,impelling the professional judgement. Insisting on the leading of the Communist Party, the principal power to manage the school and the professors'academic power cooperation.This article first analysis the economic ,political and social management of the government, then unscramle the theory of the government function in different stages. Absorbing the gambling experience of the government,society and school in the western country since the middle century,trying to build a general world managemnet idea and mode. On the premise of holding socialist belief,Strengthing the"limited,legal,accountability and service"objective which the modern government pursued;making the principal power and specialists power cooperated well;making the teacher staff association supervised vividly. With all the above endeavour, We could build a Chinese chararcteristic higher education administration system .A more practical and national characteristic administration management would be finally established. It would be also more open,practical and innovative.
