Study Of Russian Higher Education Management System Modernization

On December25,1991, the Soviet union disintegrated, Russian society afterindependence experienced the comprehensive transformation,and went on the path ofthe planned economy to market economy system. With the knowledge economyglobalization, the talent competition in the world is increasingly serious, Russia’s highereducation has carried on the bold style of the modern transformation. In2003, Russiajoined the bologna process, blended in the European space of education. highereducation is facing new challenges, the task of education modernization in front. Sincethen modernization of higher education is on a new journey, as a modern educationsystem of higher education management system, its modern transformation hasimportant significance to the development of Russian higher education.From a modern perspective, this paper studies the Russian higher educationmanagement system, through the historical study and the methods of literature analysis,researching Russia’s history of modern higher education management system, analyzingthe Russian modernization of higher education management system reform measuresand the characteristics, in order to provide the useful experience for modernization ofChinese higher education management system and to avoid or reduce errors in thereform.On this basis, the main content of the thesis consists of introduction and five partsof the body. The introduction mainly expounds the cause of the problem, some typicalproblems such as research methods and research ideas and focuses on analysis of therelated issues at home and abroad research status and analysis of related conceptsdefined. In Russia, the paper takes the history process of the modernization of highereducation management system as the research starting point, focuses on the Russian state administrative level of higher education management system, colleges anduniversities internal management system and the national coalition-social management,rationalizing various relations of higher education management, illustrating the variouschanges, looking for the characteristics, summarizing the regular pattern. Finally, thepaper analyses the characteristics of modern Russian higher education managementsystem, the purpose is providing reference for China’s higher education managementsystem reform suggestion.The study finds that the Russian higher education management systemmodernization is a change in the whole society, modernization become the goal thatRussia insist on achieving. For our country, modernization of higher educationmanagement system reform has just begun, we can not blindly follow and imitate,however, we should breakthrough and innovate constantly,trying to realize the goal ofeducation modernization in Chinese characteristics.
