During the 30 years since the reformation and open policy in China, the economy booms, education develops rapidly, and people's living level improves much, so great achievements have been reached and the country is gradually converting from a big-population country to a big-HR country. Xinjiang is located in the very northwest of China with very large area which is far from other provinces. The inconvenient transportation and communication and the late economic development lead to backward education development, imbalanced educational resource, and low quality of labor force, which directly influence people's income level and limit the economic development of Xinjiang.On this basis, the thesis first introduces the present situation of education development and people's income level of Xinjiang, then discusses both rural and urban education development, people's income level scope during the 30 years since reformation and open policy, and compares with that in other provinces, finds out the problems, and analyses the reasons of these problems. By quantitative analysis on Xinjiang education development and people's income level with the help of Grainger causes and effects examination, the relationship between them is found out. Finally, according to the real situation of Xinjiang, suggestions for inter-promotion between Xinjiang education development and people's income level are proposed by theoretical analysis and practical analysis.
