Study On Compulsory Education Funding In Hebei

Education funds is the important guarantee for each work to develop normally, and also is the premise and foundation of the healthy development of education career. Especially in the compulsory education stage,which plays the foundation role of one's life, enough funds is the necessary guarantee to make all the school-age children and adolescents receive high quality education, and balance the education. The required budget of compulsory education is provided by the public financial, which is determined by its attribute of public product, therefore the government should undertake the main responsibility in the education budget issues.Hebei is a populous province and its total economic output among the front rank, but the per capita GDP is lower than the level. If we want to change a heavy population burden into a human resource advantage and transform a strong human resource province form a populous province, we must depend on education and increase the education funds. Because compulsory education is the foundation of the whole education and the "top priority", increasing the education funds, especially the compulsory education expenditure, is the important ways to improve population quality, and provide the sturdy motive power for the economic development.Seeing from Hebei education funds investment status quo, this article analysis the total investment of education funds, compulsory education expenditure and the conditions of its expenditure items in recent years, furthermore finds out the shortcomings of inputting funds by comparing the per student education funds of middle and primary school students with the average national level and around four provinces in compulsory education stage. Besides, it compares and analyses the compulsory education per student expenditure in every city and finds that the index has a large gap among these cities. Based on the analysis of the current situation, we find Hebei compulsory education funds existing three basic problems: one is the insufficient total expenditure;another is the uneven distribution of education funds; the last is unreasonable structure in using and low utilization rate.Finally, I propose the countermeasures and suggestions to solve the problems on the basis of comprehensive analysis: firstly, we should perfect the funds investment system, implement the government responsibility and fulfill the 2010-2020 education planning and development outline spirit published by the country and province; secondly, we must reform the administrative leadership system, strengthen macro-control and pay much attention to supporting the rural compulsory education to develop healthy; thirdly, we should also improve the internal management, increase the education resource utilization; fourthly, we still need to perfect the regulations about education input, strengthen the supervision and inspection, carry out the accountability system of compulsory education funds investment.
