With cultural construction of schools playing an increasingly important role in school development and transformation,it has already become a key component of spiritual civilization construction,a critical measure to implement the important thought of "three represents" and develop harmonious education,an effective accelerator of comprehensive curriculum reform and quality education,as well as fertilizer of humanistic spirit and harmonious development.The construction of school culture is also a top priority of school construction and the soul of a school.The culture of a school,once established,will guide the direction of future school development and philosophy,optimize its value proposition,and provide behavioral models for teachers and students to follow,thus encouraging the whole school to work together in school transformation and development.Conversely,a school without an independent traditions and culture will fail to motivate its teachers and students to work as one.At present,the allocation of public funds for the cultural construction of compulsory education schools has attracted widespread attention,as effective allocation of public funds not only makes cultural construction of schools more meaningful and efficient,but also drives the sound development of schools.This paper conducts surveys and empirical analysis based on the samples of primary and secondary schools in Guangxi,in an attempt to study problems underlying the allocation and use of public funds for the cultural construction of compulsory education schools within the region.By presenting an analysis of the above problems and digging into reasons behind them,this paper proposes countermeasures and suggestions regarding funds allocation for cultural construction of compulsory education schools in China.This paper is divided into five parts.The first part is introduction.This part primarily expounds the research background with regard to cultural construction of compulsory education schools and funds for cultural construction.By summing up related studies and practices both at home and abroad,this part analyzes the research status of the problem,puts forward the purpose and significance of this research,and introduces three methods:literature research,survey research and case study.The introduction part also presents the writing idea and defines major concepts.The second part mainly analyzes the research background and principle concerning public funds for cultural construction of compulsory education schools.To begin with,this part briefly introduces the research background with contents and basic requirements of cultural construction as the basis,and presents excellent cases of cultural construction by primary and middle schools according the survey results as well as source and use of public funds for compulsory education schools.The next is a brief introduction of the importance,feasibility and allocation principles of public funds for cultural construction of schools.Then,this part analyzes the important role public funds played in cultural construction of compulsory education schools from three aspects:the basic foundation securing cultural construction of schools,an important criterion to build a school with characterized culture,and a key factor for upgrading cultural construction.It also proves the role of public funds in school's cultural construction by practical examples during the survey process.The third part is an analysis of status quo of public funds spent on "cultural construction" of compulsory education schools.First of all,through the analysis of relevant research data and materials,this part summarizes the present situation of spending on "cultural construction",namely,most schools are clear about how to use funds in their cultural construction,some schools have a clarified budget plan with different levels of priority given to expenditure.By surveying the investment in and allocation of public funds for cultural construction of compulsory education schools in Guangxi,this paper figures out various problems in this regard by comparison and contrast.For example,the investment of funds still fails to meet expectations,fund allocation remains unreasonable,and schools continue to use public funds in an improper way.The fourth part analyzes reasons for unreasonable use of public funds for compulsory education schools.Through an introduction of issues facing primary and secondary schools in using public funds for cultural construction,this part makes an analysis of reasons behind,including the limit of total funds,defects in fund budget,and unreasonable budget management at present.Limit of total funds is reflected in Guangxi's limited funds for compulsory education,lack of investment in rural compulsory education;defects in fund budget are manifested in improper preparation of budget for primary and secondary schools regarding public funds,unregulated implementation of fund budget for primary and secondary schools,and lack of awareness as well as bad performance;unreasonable budget management is embodied in obscure definition of funds for cultural construction,lack of professionalism in preparing accounts,and low utilization rate of educational funds.The fifth part elaborates on countermeasures and suggestions with regard to reasonable allocation of public funds for cultural construction of compulsory education schools.This part puts forward the suggestions to improve reasonable allocation of public funds for cultural construction of compulsory education schools,including clearly defined expenditure on cultural construction,separately listed funds for cultural construction,strengthened financial personnel training and so on.
