Compulsory education is an important part of public education,how to maximize the resources of compulsory education with limited financial expenditure,to meet people's demand for compulsory education,have become an important topic when our country has not yet reached the level of affluence.The evaluation of financial expenditure performance is the way or method of government on managing public expenditure and market economy supervision and management under the framework of public finance.It is the requirement of perfecting the sense of government responsibility,it is also an effective way to improve the efficiency of financial education funding and allocate educational resources rationally.At the same time,by building a systematic statistical model of compulsory education funds allocation in Guangdong Province,this paper constructs a statistical research system consisting of three main components: adaptability,validity and sharing,and uses relevant statistical models to study the financial allocation of compulsory education in Guangdong,and to analyze the influencing factors of Guangdong compulsory education financial capital allocation,which has important theoretical and practical significance.First of all,this paper systematically reviews the relevant literature on the allocation of compulsory education funds,on the basis of this,this paper also study the related theory of compulsory education funds allocation,and systematically expounds the relative concepts of compulsory education funds allocation.This paper analyzes the systematic elements of the allocation of financial funds for compulsory education,including the subject,the object and the system,and elaborates the relative differences between different subjects.This multiple objective is embodied in the three dimensions of a adaptability,validity and sharing of compulsory education funds allocation in the systemSecondly,it analyzes the allocation of financial resources of compulsory education in Guangdong Province from the three dimensions of fitness,validity and sharing.From the analysis of the fitness,it can be divided into two stages,the first stage is 1998-2006 where the adaptability has a high level;and the second stage is 2007-2014 where compulsory education funds only keep a high degree fitness with the growth of fiscal revenue speed,but the strength and the overall fitness is relatively low.From the analysis of the adaptability,the adaptability of the financial allocation of compulsory education in Guangdong Province is not enough.The main reason for the low efficiency of the financial allocation of compulsory education in Guangdong Province is technological progress.From the results of the shared statistical analysis,there is still room for improvement in the sharing of financial funds of compulsory education in Guangdong Province,as the degree of satisfaction of all the participants is not high.Thirdly,the influencing factors of the allocation of compulsory education funds in Guangdong Province are different.From the analysis of the influencing factors of the allocation of compulsory education funds,the four factors,including the actual GDP per capita,the revenue from public budget in Guangdong Province,the public expenditure in Guangdong Province,the sum of the number of students enrolled in junior middle schools and primary schools each year,have a certain co-ordination relationship with the allocation of compulsory education funds From the perspective of validity,in the case of changing structure,the stability of funding sources of compulsory education funds can not be fully guaranteed,so that the adaptability can not be guaranteed.From the perspective of sharing,school infrastructure and the treatment of teachers are the main factor affecting all aspects of satisfaction.Finally,from the conclusion of the study,the paper puts forward the policy suggestions to enhance the overall ability of financial allocation of compulsory education in Guangdong Province.From the point of view of fitness,it is necessary to innovate ways to obtain funds for compulsory education so that the sources of compulsory education funds are adequately guaranteed,and the reasonable allocation of budgetary funds makes the allocation of compulsory education funds in Guangdong Province reasonably improved.From the efficiency point of view,the adaptability of compulsory education funds allocation in Guangdong Province is improved by adding the two major policies of performance evaluation and marketization.From the perspective of sharing,it is necessary to have a complete understanding of the public's need to raise compulsory education and the need for compulsory education for financial resources,to improve the quality of compulsory education,and gradually improve and develop related systems in a timely manner.
