With the rapid development of economy, the investment number of China’scompulsory education is also increasing year by year. However,due to the managementpolicy on compulsory education funding system and government`s management policy,plus the household registration policy, such factors cause various forms of imbalancedcompulsory education in china. Some backward areas, especially some schools in thecounty level region, the phenomenon like insufficient funds, development of compulsoryeducation in backward exist. The unbalanced development of compulsory education, theunfair education has been widespread concern in the community, and this problem hascaused many unstable factors and social contradiction.The minimum guaranteed standards of Compulsory education funds can effectivelyinhibit these injustices,to a certain extent, to meet demands of the area which have thestrongest needs to let them get equal education resources. In view of this, the minimumguaranteed standards of Compulsory education funds have important theoreticalsignificance and practical value.This paper is based on the research at home and abroad, analyzed the situation offoreign compulsory education investment in some developed countries, summarizes themethod of developed countries dealing with the compulsory education balanced commondevelopment problems, and analyzes the development process of our compulsoryeducation, characteristics and existing problems. By means of statistics and mathematicalanalysis method, in view of the current situation of our compulsory education, carries onthe quantification analysis from the empirical.The first part is about the different measure analysis of unbalanced development ofcompulsory education, combined with variance and cluster analysis methods, and thenwith detailed description of the different structure between the region, urban and ruralareas of our compulsory education development. Then work out the result that the absolutedifference of compulsory education in our country is large, the relative difference of nearlytwo years has a narrowing trend, and this difference mainly from the internal of thedifferent regional areas, and the difference between urban and rural areas has not beeneffectively improved.The second part based on different analysis, according to the basic provisions of theeducation law of our country, and taking into account the comparability, effectiveness andavailability of the index data, establishing the minimum guaranteed standards of Compulsory education funds calculation model, and the model is estimated to the funds forCompulsory education in every area of our country, compared with the actual input data ofcompulsory education, calculating that deposit exists in all the province’s between the realeducation investment and he minimum guaranteed standards, and the deposit is very largein some provinces. But, compared by choosing some backward areas, such as Songxian inHenan province as an example and discovered that the Compulsory education has largefunding gap. The research results show that the total fund is balance, however, someschools or areas have large education funding gap. And obviously showed thecharacteristics of Compulsory education`s unbalanced development between regions.At last the paper puts forward that making up shortfall of Compulsory educationfunds and making the Compulsory education of each area act in normal operation are theeffective measures to reduce Compulsory education`s development gap between differentareas.
