As a starting point for compulsory education, compulsory education is unfair, this unfair means that the starting point of education is unfair. In the Compulsory education in Wuxi, rural compulsory education has been in a situation of relative backwardness. Urban and rural differences, regional differences are significant. Rural compulsory education as a public good has always been the Government’s attention. Although funding for rural compulsory education in the protection, the government increased investment in efforts over the years, but there are still many issues have not been effectively resolved. It is a serious impediment to our healthy and stable development of rural compulsory education. Therefore, the study of the issue to ensure funding for rural compulsory education has a strong practical significance.This paper uses theory of integration of urban and rural areas, theory of public goods, and theories of equalization of public service. Through the methods of literature research, comparative study and research, it has brief introduction to relevant economic theory and recalls the history of our financial system for rural compulsory education. Then it clears that the issues exist in funds Safeguard of Wuxi’s Rural Compulsory Education. After detailed analysis of the issue causes, it gives effective solutions.The main viewpoint and conclusion are as follows. The current total investment in rural compulsory education is still inadequate. The allocation of funds between urban and rural, among regions, among schools is seriously imbalance. And the main focus of financial input remains low. Efficiency in the use of funds in education is not high on. Teacher incentive measure is not obvious. The reasons are those. Rural development has long plagued the urban-rural dual economic structure and it has not changed. Financial responsibility for education among governments is not clear. And sharing mechanism of rural compulsory education is illogical. Meanwhile, the financial transfer payment system is incomplete. For example, the total fund is still low and the transfer payments are unreasonable burden-sharing at government of all levels. Transfers of funds are lack of supervision. Higher government financial input brings that local governments do not work hard. And there are some systemic problems of payment of teacher salaries in rural areas. Therefore, in order to promote healthy and stable development of Wuxi’s rural compulsory education, we need to break the urban-rural dual economic structure, establish the concept of integration of urban and rural areas, enhance local consciousness of farmers, and raise the rural economy. It needs to invest more funds of rural compulsory education, improve financial investment, boost the national education funds in the overall investment, and raise the main focus of Compulsory Education. Meanwhile, strengthen the central and provincial governments’ responsibilities. All the governments should actively change their functions. The structure of fiscal expenditure should be regulated, and it needs to expanding sources of funding. In addition, we should clearly decide on responsibilities among the central, provincial and grass-roots government to increase their enthusiasm for investment. Invest responsibility of governments’ all levels should be based on the regional different treat. It needs to improve teacher performance pay system reform in rural areas and special funds for grants to achieve effectively increase in the real income of teachers. Finally, we need to innovate new methods of funds supervision, improve the efficiency of supervision, and explore the system of rural compulsory education funds.
