Using SPSS software, the questionnaire obtained data through frequency analysis; chi-square test was used for the description and statistical analysis. Basis on the concept of problem gambling and problem gambler, the research analysis the significance of realize the issue of Shanghai sport gambler status quo and establish the rescue mechanisms. Utilizing the scale of China's problem Gambler which was drew up by Shanghai Sports Lottery Institution in cooperation with the National Sports Lottery center, researcher conducted investigate and survey to Shanghai sports lottery gamblers. Result of the investigation fully demonstrated lottery gamblers' demographic characteristics and gambling habit sensible relationship with whether gambling behavior are in abnormal state, and proposed the establishment of the problem gambler social assistance mechanisms. The research use The Balanced Score Card established by Robert S. Kaplan and David P. Norton Kaplan as a prototype, from an economic and resource management, Totals and stakeholder management, internal operations management and learning and growth management covering the four aspects of macro-and micro-established, policies and measures, events and people, suppliers and beneficiaries, and other aspects of the rescue mechanism.This study reached the following conclusions:1) based on the facts of China's lottery this article applies to "problem gambling" concept should be defined as "the gambling which lead adverse outcome to gamblers themselves or their social relations and social ".The problem gambler is the person who had problem gambling.2) pursuant to our problems Gambler screening scale, through the Shanghai Sports Lottery conducted a questionnaire survey data show that Shanghai Sports Lottery Gambler groups, the normal gambler 94.5%,4.3% potential problem gamblers, the problem gambler 1.2%.3) The survey results showed that low education gambler have more problematic than higher educated gambler and the gambler on the ratio of total monthly income, the amount of gambling, betting frequency, gaming time have relationship with problem gambling.
