Situation Of Responsible Gambling In Developed Countries And Its Enlightenment For China Sports Lottery

Government issues sports lottery undertaking an important business for the sports lottery welfare fund raise and the development of sports.With the deepening of the sports lottery issuance in recent years, a series of social problems have been revealed. Addicting to buy sports lottery unduly will cause family disputes and even trigger a crime, and at the same time, the underground black lottery and the private lottery are rampant, which affect the public image and the rapid healthy development of our country sports lottery. The research of our sports lottery social responsibility is at the fledgling stage in the world, and there is no complete theoretical framework at present. A comprehensive understanding of gambling in developed countries combing out the practice and successful experiences which could provide ideas and directions for the further development of our sports lottery, and lay the foundation for the research of undertaking social responsibility in the process of issuing sports lottery for our country’s experts.This article used literature material law, expert interview method,comparative analysis, through understanding the implementing principle framework of the world lottery association and some experts’ research literatures at home and abroad, taking the fulfillment of social responsibility in developed countries as the research object, for example,in the United States, Australia, Canada, Britain, mainly researched about the legislative, regulatory system, operational mechanism of gambling and the measures of problem lottery fans’ prevention and rescue, then summed up the practice and the successful experience of gambling in abroad developed countries.Finally This article reached the following conclusions:(1) The gambling industry in developed countries have established perfect laws and regulations, suitable model of operation and consummate regulatory system to ensure the local gambling industry develop healthy and rapidly.( 2) The gambling industry in developed countries think highly of screening,prevention and relief about problem gambler, communicate with related organizations to promote and guide responsibly,and forming healthy gambling culture to enhance leisure and entertainment; Training staff responsibly; the establishment of strict security screening mechanism and formulated a series of comprehensive measures, achieved certain results.(3)The gambling industry in developed countries have formed a clear public welfare fund project that reflects the social,commonweal,impartiality and fairness, and set a good example for the use of sports lottery welfare fund in China.(4) World lottery Association(WLA) established the independent responsible gambling assessment agencies to evaluate gambling operators ’ quality and certificate their grade determination, and many countries have also setup non-profit organizations to devoted the study of problem gambling and other related content.(5) China sports lottery have developed shortly,so as to the sports lottery market has many problems due to the lack of strict legislation, imperfect management system and lack of professional talents.In order to further promote the healthy development of China sports lottery, we urgently need to formulate appropriate laws and regulations, timely adjust the supervision system and undertake more social responsibility, especially in problem gambler identification,prevention and relief system; public welfare fund assignment; sports lottery agency to promote and guide responsibly and train staff responsibly, so as to make greater contributions to provide a better protection for gambler.In addition,This article makes two suggestions:(1)Due to the current lack of a unified screening criteria and effective evaluation system about problem gambler behavior which caused some obstacles for the related research such as unable to verify existing responsible gambling measures is effective or not and difficult to know degree of influence of problem gambler. Therefore, we should strengthen the collaboration actively about evaluation system, unified standards and screening system, so as to formulate more effective and targeted measures of responsible gambling.(2) In the new era of great development of the Internet, there are still many deficiencies in the gambling industry in the developed countries for the new pattern of gambling, such as remote gambling. Therefore, the corresponding laws and regulations should be established as soon as possible to regulate the Internet and other remote gambling market.
