In order to meet the developing demands of managing modernization under new circumstances, to occupy favorable conditions in the fierce competition, the industrialized countries have already listed E-gov. into their agenda. Establishing E-gov. system is a main section of information transformation within the government as well as an important component of information development of the whole society. Up till now, we have achieved great progress in our E-gov. system development. There are still, however, some serious problems we cannot afford to ignore. What's more, E-gov. system employs a variety of technologies, which makes it difficult to consolidate resources. That's why it's important for us to strengthen evaluation of E-gov. system besides setting up a unified criterion for its establishment. A definite and accurate evaluation index system is the premise for conducting evaluation works, and is also the first step of system evaluation. The starting point of this paper is hence based on the creed that it is of significance to set up a set of reasonable criterion index system so as to assess an E-gov. system fairly.This paper begins with an introduction of conception and contents of E-gov., followed by an analysis of the implementing situation of E-gov. at home and abroad, and our references to the experiences of foreign countries, which lays foundation for description of E-gov. system. It goes on to illustrate concept and system structure of E-gov. system, and major E-gov. systems available in our countries, and summarizes their problems while asserting necessity of comprehensive evaluation of E-gov. system and significance of index system establishment. After an introduction of basic theories of comprehensive evaluation index system of E-gov. system, based on a summarization of pros and cons of common index system model, a comprehensive evaluation index collecting model of E-gov. system—GBSC-Delphi is put forward. Combined with GQFD method and development of E-gov. system, collection of comprehensive evaluation indexes including collecting, optimizing, and determining of importance is realized. In the end of this paper, the author applies the innovative model to cases to testify its correctness and validity.
