Risk Society Background Chengdu Emergency Management System Construction

In recent years, China has suffered from a series of public emergencies, such as "SARS", bird flu, southern snow disaster, riots in Tibet and Xinjiang, H1N1influenza and5.12Wenchuan Earthquake, which have seriously endangered on the stability of the society and the rapid development of economy. And Chengdu, as a political, cultural and economic center in west China, has its unique characters, for example, a large number of population, great population mobility, adjacent to the ethnic minority areas and complex natural environment. with the national Policy of west development, Chendu’s economy achieves a great progress, while the social environment gets more complex. All the factors above makes Chendu more vulnerable to the threat of public emergencies. Thus, it is evident that the improvement of Chengdu’s emergency management mechanisms is very urgent.From the basic theory of risk society and emergency management prospective of view, the Domestic and foreign statuses of the risk society, emergency management are present with the methodology of literature research. Combined with cases, the causes, characteristics and loss of public emergencies under risk society are discussed. Furthermore, the emergency management of Chendu are analyzed with the emphasis on institution construction, operation mechanism, support mechanism and monitoring mechanism. By the interview of Chengdu’s risk management departments and community residents, the causes of Chengdu public emergencies and emergency management system of the status are deeply understood, and the inadequacies of the emergency management are also summarized. Against the current inadequacies, the advanced pubic emergency management experience of United States, Japan, Russia and Beijing, Nanning, Shanghai are learned, on the basis of which some pieces of advice are proposed, including building a comprehensive and scientific plan system, improving alerting mechanisms, strengthening emergency response mechanism, improving support system and Legal System, implementation of grid-based emergency management and strengthening public emergent incidents education.
