Under the background of restructuring of China telecommunication system and the integration of global economy, Tietong transforms from a specialized railway communication team into a new basic telecommunication operator. The rapid development of communication technology, frequent change of industry policy and intense competition all push Tietong to the front line of market economy reform. The study on enterprise development strategy becomes important and imperative. This paper focuses on the study of development stratyge of Sichuan Tietong' s network construction.Followed the analysis of the general situation of telecommunication operators in China and the macro environment faced by China Tietong, the market and overall strategy of China Tietong are addressed. Viewed from communication industry, the current issues faced in networking strategy are discussed. After SWOT analysis, Sichuan Tietong networking stratety is studied in detail.
