At present, the Chinese government is during the stage in transition to "public service-oriented government, " As to perfecting public cultural services, it is China's important subject for cultural mechanism reform and essential aim for cultural construction. Public cultural service system construction should be led by the government, Government must play an important role in being good providers, policy makers, regulators, supervisors, Cultural institutions should also become backbone in the constitution of public cultural service system. At the same time, there should also be another way to allow citizens to participate in the organization of public cultural service system. By discuss of system of the public culture's connotation,characteristic and the citizen participation theory, the thesis points out that citizen participation in constitution of the public culture service system can be effectively protecting basic civil and cultural rights of citizens to meet the cultural needs of the public, eliminate the drawbacks of the supply mechanism, promote citizen participation in public cultural services building orderly, improve public cultural level and quality of services.By many methods such as documents, social research and comparative research, etc, the thesis gives a deeply research and discuss to the citizen participation basic situation, problems and the corresponding countermeasures.
