A Study On Achievements, Issues And Solutions Of The Construction Of Suzhou's Public Culture Service System

China has started a new period of building well-off-society after entering the new century. People have achieved the pursuit of spiritual culture and self-worth, cultural has become increasingly prominent role in building a harmonious society and achieving the all-round development of human development. Fifth of 16 Session explicitly proposed to form a more complete public cultural service system that covers the entire social. This system is a basic measure that protects people's basic cultural right and interest and satisfies people's spiritual and cultural needs. This includes policy system, funding security system, infrastructure system, human support system, production operating system and assessment of monitoring system and so on.This paper selects SouZhou's construction of public cultural service system as a study object, which analysis those measures, results and shortcomings. At last, this paper should take measures of innovation in public cultural management system, changing governance model of culture and establishment of a scientific system of performance evaluation to steady this system. We can construct a cultural service system with the help of those measures, which can provide a systematic, institutional, fair, sustainable public cultural service.This paper uses the combination of quantitative analysis and qualitative analysis, normative analysis and empirical analysis, systematic analysis and so on, this paper also refers New Public Service Theory and Good Governance as the basic tools of theoretical analysis.
