Research On The Public Culture Service Of Z County In Inner Mongolia Autonomous Region

As China enters new era of socialism with Chinese characteristics,the socialist market develop greatly,people’s living have gradually improved,and their spiritual and cultural needs have become more prosperous.This change has put forward new requirements for the public cultural services provided by the government.The 19 th National Congress report clearly pointed out that "meet the people’s new expectations for a better life,we must provide kinds of spiritual products,speed up the establishment of an institutional mechanism which puts social benefits first,social benefits and economic benefits together,improve the public cultural service system,and carry out cultural projects for the benefit of the people.Enriching cultural activities " to provide strategic guidance for the government in public cultural services.As an important part of the public cultural service system,the county-level government has the role of carrying forward the role of improving the ability of the county-level government to provide public cultural services,which is related to the improvement of the people’s spiritual and cultural quality of life,and more related to the transformation and development of China’s service-oriented government.Based on the new public service theory,the paper puts forward the corresponding measures and suggestions based on the actual situation and problems in the supply of public cultural services in Inner Mongolia Zhunge er county.This article is divided into five parts.In the first part,the introduction mainly introduces the background and significance of the government’s public cultural service supply 、 the current research situation and methods and possible innovation points.In the second part,the definition of relevant concepts,including the meaning of public service and public cultural service,the main content of Denhart’s new public service theory,and the application of the new public service theory in the provision of public cultural services.The third part elaborates on the current situation of the supply of public cultural services in the Zhunge er county and analyzes the problems existing in the supply of public cultural services,mainly from the fact that the government is too concentrated in the supply of public cultural services,the supply process lacks citizen participation,and the public cultural service personnel.The responsibility consciousness is not strong and other aspects are discussed.The fourth part,aiming at the problems existing in the supply of public cultural services by the government of the Zhunge er county,analyzes the factors leading to this problem from the perspective of the new public service theory,mainly including the unclear position of government functions and the neglect of public interest goals.There is a lack of power for citizen participation,and the accountability mechanism is not perfect.The fifth part,by analyzing the reasons and combining the new public service theory,puts forward effective countermeasures for improving the supply of public cultural services in the Zhunge er county,including strengthening the role of service-oriented government and the orientation of public interests,and vigorously introducing citizens ’participation.We will improve the accountability mechanisms for public cultural service personnel.This article uses the combination of literature analysis,comparative research,questionnaire,normative analysis and empirical research,and uses part of the new public service theory.Value the public interest,strategic and democratic,public service and responsibility,combined with the status of the public cultural service,to explore its existing problems,analyze the causes of problems and put forward some corresponding suggestions.
