Research On Public Participation In The Construction Of Public Cultural Service System In Chongming District Of Shanghai

As the pace of development of the domestic market economy continues to accelerate,international competition is becoming increasingly diversified,cultural construction restricts the speed of national economic development,the contradiction between the growing spiritual and cultural needs and the supply of public cultural services has become more and more prominent,while establishment of a high-quality public cultural service system by the government is one of the effective ways to achieve a balance between supply and demand.The construction of the public cultural service system is a systematic project that requires a lot of manpower,material resources and financial resources.With the goal of improving the public cultural service supply system,optimizing the allocation of public cultural resources,and improving efficiency,starting from the perspectives of effectiveness,timeliness,and economy.In the process of system construction,the government-led and social public’s collaborative participation model to improve the construction of the public cultural service system is the key content of the article’s research.The article investigates the background of public participation in the construction of a public cultural service system,and introduces related concepts of public cultural services and theories related to new public services,multi-center governance,and participation in democracy.Taking the Chongming District of Shanghai as an example,the article investigates the current situation of public participation in the construction of a public cultural service system in the district from six aspects: funding,infrastructure,organization management & talent construction,and cultural activities.Conduct questionnaires and interviews with the public government and the public in Chongming District through the three-stage sampling method and Nunnany reliability measurement,found that in the process of public participation in the construction of the public cultural system,the issues such as lack of legal guidance in public participation,lack of social organization in public participation,and lack of relevant institutional support.The article takes the problems found in the survey as the entry point,and conducts an in-depth analysis of the participatory cultural atmosphere,the soundness of the system and system,the citizens and related participation,and proposes to strengthen the government’s guiding role in the public participation in the public cultural service system,a solution strategy to enhance the awareness of participation of social organizations and the masses.Public participation should focus on various forms of public cultural affairs that determine public interests.The public will clarify the direction of follow-up development,and all practical matters should be realized by the government.Based on the interaction between the two parties,the government and the people will build a good cooperation so that public cultural policies can be put in place and the cultural needs of the people can be better met.
