The Study On The Administrative Institution Of The Shanxi-Gansu-Ningxia Border Regions During The Anti-Japanese War

Reforming and innovating administrative institution is an important part of the developing socialistic democracy politics and building a socialistic political civilization. An important knowledge source of reforming and innovating administrative institution is to summarize and reflect on attach historical experience and lessons. Studying the administrative institution of the Shanxi-Gansu-Ningxia Border Region during the Anti-Japanese War has a very important theoretical and practical value. This paper adhere Marxism,Mao Zedong thought Deng Xiaoping theory and the "Three Represents" thought as the guide,and cilligate numerous academic discipline methods. This paper interprets, excavates and researches the Shanxi - Gansu - Ningxia Border Region administrative institution and its evolution in a more systematic and depth, and brings forward some new ideas.This paper is divided into seven chapters. Chapter one is introduction. It summarizes major idea and practical value of this study, summarizes and estimates the actuality of study in this field, and expatiates on the technical line and main points of this study.Chapter two analyzes the anti-Japanese democratic regime of Shanxi - Gansu -Ningxia Border Region. It discusses and analyzes the Shanxi - Gansu - Ningxia Border Region regime's evolution, nature, characteristics, status and function, which is a macroeconomic background to study the local administrative institution. It also points out the Shanxi - Gansu - Ningxia Border Region administrative power source and nature, as well as its position and function in "two and half powers" of public power system, which provide the precondition for the next several chapters.Chapter three outlines and analyses the Shanxi - Gansu - Ningxia Border Region administrative division. It points that the Shanxi - Gansu - Ningxia Border Region administrative division not only maintained a certain degree of stability but also changed with the development of war. It summarizes that the Shanxi - Gansu - Ningxia Border Region administrative division layer framework is three-tier and two- auxiliary. On the other hand, it not only learned from some reasonable components of national local administrative institution, but also insisted and developed Marxist political theory and the establishment principle of Soviet local administrative organizations. Because the Shanxi - Gansu - Ningxia Border Region government is the anti-Japanese democratic government and is also the new democratic government, its administrative function is special in the political, economic, cultural and social aspects.Chapter five studies the Shanxi - Gansu - Ningxia Border Region administrative operating mechanism. There are two parts of the administrative operating mechanism, including the intergovernmental relations and deciding-executing-supervising process. Chapter six evaluates objectively the Shanxi - Gansu - Ningxia Border Region administrative institution establishment level and achievements effect, and summarizes some experiences and enlightenment which is valuable for the construct of our nation administrative institution.The concluding of this paper summarizes five structural elements and the value functions of administrative institution of the Shanxi-Gansu-Ningxia Border Region, points out that the innovations and limits of this study, and gives an outlook on the direction of the future study.
