Over the past 40 years of reform and opening up,China has made important achievements and brilliant achievements in economic and social development.With the deep-water reform and the impact of multiculturalism,corruption,inaction,disorderly action,slow action and other Anomies of public administration ethics in the field of public adminstration emerge in endlessly."Sun Liancheng" in "the name of the people" is a typical case among many administrative ethics Anomies.On the one hand,the case of "Sun Liancheng" is a vivid expression of the anomie of administrative ethics;On the other hand,"Sun Liancheng" administrative anomie has academic research value.In the case of "Sun Liancheng",the phenomenon of Administrative Ethics Anomie mainly includes four problems: soft corruption and invisible corruption,unlimited discretion,efficiency first,bureaucracy and formalism.The reason is that the market logic of modern society will inevitably lead to the conflict between individual and collective.Under the guidance of market logic,it will inevitably bring about the conflict between efficiency and fairness.The instrumental social life also easily leads to the "hollowing out" of human values and morality.The rapid development of modern society will also cause the conflict between traditional administrative ethics and modern administrative ethics.In addition,both administrative centralism and ethical centralism will form one-sided and extreme administrative ethics,which will eventually hinder the development of society and form a state of social disorder.Through the theoretical analysis and inquiry of the "Sun Liancheng" case,in combination with the historical,cultural and contemporary characteristics of China’s administrative ethics,in combination with the self revolutionary mission of the Communist Party of China in the new era,and in accordance with the new requirements of Party building and cadre team building,in view of the "Sun Liancheng" type administrative anomie,we should adhere to the standardization and institutionalization of administrative ethics,Form a conscious unity between the value system of administrative ethics and the people’s pursuit of a better life.Pay attention to the dual construction of administration and ethics in theory;Paying attention to the connection between administrative ethics and social justice;Deepen the connection between administrative ethics and the history of the party,the history of new China,the history of reform and opening up,and the history of socialist development;The meaning of the people in the construction of administrative ethics.In practice,we should establish and improve the reward and punishment system,form an effective supervision system,strengthen process democracy,and strengthen the position of the masses.
