The government devoted itself to modernizing the human regulation in order to eliminate the drawbacks caused by low efficiency of the national administration power. But for this aspect the government was not lack of regulation whereas it lacked the base of the allocation of regulations.Those born systematic defects made human administration modernization only stay with the regulation rather than actual reforms.Fifthly, Nanjing national government adjusted itself mostly in 1930s, however, the new structure didn't reach the high efficiency which Jiang jieshi wished after years of running. As a result, the national government initiated administrative reform and efficiency promotion under the name of " new governance" . The reform had profound inner and outer reasons: firstly to effect special actions in the "anti-rogues" region, secondly to shorten the distance between Sun's administration strategy and the practical allocation by the national government, thirdly to enhance the efficiency and improve the organization system of the administration as the researchers of politics were influenced by foreign theory of the field. In conclusion this reform action was significant somehow for the administration.Sixthly, in the early 1930s of 20 century, Kuomintang adopted several reforms both in the management of politics and society and the management of development of economy and administration, which shows the side of striving to be upward.
