This article makes a thorouth analysis on the national insurance industry in the period of Bei Yang government from its developing, the reason of its developing and its characteristics at first, then points out it was the internal and external favorable cause that made the national insurance industry develop. For example, the number of the national insurance companies and its vocational work increased, the organization of national insurance chamber was improving day by day, some corresponding insurance laws were issured. But as the national insurance industry was lack of capital and qualified personnel, especially affected by a turbulent situation and oppressed by the foreignal insurance industry, its developing expressed some limitation and deficiency.
