Since the Qing dynasty, in the context of internal and external problems, the Qing government held a number to self-reform previous to self-improvement, and development of education and ultimately, each and every time, but the most worthy of mention is the Late Qing period of education reform. In the last decade, Hubei counties started modern education. At present, historians of education research on the Late Hubei has made great achievements, but the counties in Hubei results of educational research at this level are not many. In this paper, drawing on the basis of the original results of extensive collection of original texts, in a pragmatic manner, to reveal the counties of Hubei Late development of new education.This article is divided into introduction, body and conclusion, the main body into four parts.The first part appears the process of education reform and clarifies the statement of the situation of the new schools. Including the new Elementary schools, the improvement of the traditional private school, Normal School, Half-day schools and Simplified schools. Explore its role in the process of universal education and brief analysis of the characteristics of the different stages of development.The second part describes the Functions and setting conditions of Modern education Authorities, and summaries the difficulties and measures of the Department of Inducement. I think the Education Branch of the limited role of local education development is not as the Department of Inducement.The third section discusses the problems in education reform on Education funding. Include the education funding sources of income and expenditure, the reasons and measures for reorganization of education funding. The lack of funding for education and non-rational using make educational development into trouble.The fourth part analyses the community's attitude to the development of modern education. The results show that officials promote the new education, Gentry support the new education and the people oppose the modern educationAlthough the development of education in Hubei counties a number of issues encountered in the process. But in general, the late Qing through the development of new education counties in Hubei Province and establishes the new educational system of modern. It promotes the economic and social development and cultivates a large number of professional. It provides lessons for later.
