The Study On The Rural Residents' Willing Of Participating In The New Cooperative Medical System

The new rural cooperative medical system is organized, conducted, and surported by our government. It is also a medical care system in all aid, which is participated by farmers voluntarily, is funded from multi-channel, such as individual, collective and government, and it is focused on big disease. The new rural cooperative medical treatment is a new system which is benefit for millions of farmers in China. It is of great significance for farmers to reduce the economic burden on treatment, to improve their health level and promote rural economic development and social stability.The new rural medical cooperative system is a typical rural public service projects, farmers'real willing to participate is the most important and comprehensive measures to reflect its construction level, it is not only a healthy insurance system participated by farmers voluntarily and paid for partial by themselves, but also a social insurance management system subsidized and conducted by government departments,and has strong social public benefits. we must be under the premise of both fairness and efficiency to comprehensively consider the equilibrium target of supply and demand of the rural medical service and its achieving path.This thesis is based on the premise of achieving the Pareto equilibrium target of the new system's supply and farmers medical care demand,through the investigation of more than 1,000 peasants'participation willing in Hunan province and adopted the microscopic measurement method, strive to find out and accurately to describe the target conflicts between the new system's supply and farmers medical care demand,explore the defects of its reality, comprehensively analized the effecting factors and means of farmers participation willing in the system construction.and then based on these steps, put forward the countermeasures to improve farmers' participation willing and the system's operation mechanism.
