Research On The Problem Of The New-type Rural Cooperative Medical System

In July2003, the new rural cooperative medical system(CMS) was carried out in parts of china. It has been proved that the new rural CMS has guaranteed villagers’ health and relieved the problems of the difficulty in getting medical service as well as the high cost. At present, the new rural CMS and its management system has been set up in our country, the government also has build a good principle environment and other favorable bases like supportive mass foundation, advanced IT technology and so on.But there still exist a lot of unavoidable problems and these problems seriously hindered the sustainable development of the new-type rural CMS. All of these problems has something to do with the three main characters in CMS, both directly and indirectly. If the new rural CMS could be carried out normally, the three main parts-government, village residents, and designated medical situations would get benefits:government create benefits for people and people would trust government much more. It is also good for keeping the whole society harmonious.Meanwhile, the three parts have their own carks and cares:the government is worried about that spending lots of manpower, financial resources,but can not get the expected purpose. The villagers are worried about that spending lots of money on the CWS, but can not get a reasonable protection and guarantee. The designated medical situations are worried about that there is too many limits to get reasonable profits.This paper will analyze above problems from the three main parts’ point. Firstly, according the related researches as well as the materials from the investigation in LinGui county, Xing’an county, YangShuo county, focusing on villagers’attitude to the new CMS, the situation of managing and proving medical service,make a summery about the current situation in GuiLin. After investigation, writer found that The designated medical situations have no choice but getting more resource from patients to develop, because of the lack of funds, the shortage of resource provided by government. So it brings such consequents:unstandard behaviors, high price of medicines and so on.The government set up the new CMS with annoying the different need from villagers, so the new CMS is not in a expected pattern. all above things lead to the trust risk from villagers to government. The new rural CMS wouldn’t continue, if these problems couldn’t be resolved immediately.Finally, this paper will provide some advices:set up the compensation pattern according local situation, make full use of the medical assistant system, prevent villagers from poverty caused by illness, control the medical cost,conduct medical workers’behaviors and improve the quality and professionalism as well as take the preventive healthy care into the new CMS.
