The Study On The Realization Degree Of New Rural Cooperative Medical System’s Protecting The Rural Elderly Residents In Fujian

Objective: With the increasing percentage of rural elderly population in Fujian province,there is a lot of health problems,such as the elderly health expense which bring heavy economic burden to the elderly as well as their family and society.Therefore,under the existing health care system,the problem of how many degrees the rural elderly medical security implementation has reach to,whether it effectively alleviate the burden of disease of the rural elderly,which has been paid more and more attention.The study is to analyse the New Rural Cooperative Medical System(NCMS)of elderly in Fujian province,NCMS for the elderly in hospital compensation fairness,NCMS lower disease economic risk for older people and evaluate the regulating of behavior of elderly patients,which in order to improve the level of elderly health care,perfect the NCMS designed to provide an objective basis.Methods: The data of this research is from the health planning commission of Fujian province health department in 2009-2013 NCMS,using the method of combining quantitative analysis and qualitative analysis.Using descriptive statistical method to calculate and analyze the old NCMS and fund operation,NCMS and extent of the disease economic risk of elderly patients,with Theil index evaluation NCMS and fairness of the compensation for the old people in the hospital,at the same time,using binary classification logistic regression method and interview method to find the cause of the senile patients outside the county medical.Result:(1)with the rapidly increased demand of rural elderly health services,the supply has pressure.(2)though the degree of NCMS and safeguard of the aged increased year by year,the burden of old disease economic is heavier(3)the NCMS ofelderly fairness is better.(4)the rural elderly is given priority to be with chronic disease.(5)NCMS in general effect on regulating the behavior of older patients.(6)the rural elderly patients which choose the proportion of basic health services is bigger than the general population.Conclusion: NCMS is facing the challenges of aging population increase,medical service demand,and hospitalization expense growth.Recommend to adjust NCMS financing mode,increase government financial aid,enhance the diagnosis and treatment level of medical institutions to promote patients,improve the elderly security system,etc.
